Mark D. Tharp
Mr. Tharp is an insurance executive who has spent his entire
professional career in the insurance industry, with an emphasis in
troubled company situations. He currently serves as Special Deputy
Receiver of several sizeable Arizona insurance companies, and
more recently was appointed to handle the day-to-day affairs of a
large life insurance company to pursue a rehabilitation plan, as
well as an insolvent Arizona health care services organization
(a.k.a health maintenance organization) to pursue a liquidation plan.
During his
career, Mr. Tharp has served as Court appointed fiduciary in excess
of two dozen insurance company failures including life, annuity, accident and
health insurers, multiple line property casualty insurers including surety, health
maintenance organizations, reciprocal insurers, fraternals
and professional reinsurers.
During these engagements, Mr. Tharp has been primarily responsible
for all aspects of the affairs of the insolvent insurer, including
management, financial statement preparation, complex litigation, interface with
state guaranty associations, operating publicly held insurance
company subsidiaries, liability quantification and abatement and
marshalling assets. Mr. Tharp routinely provides testimony as an
expert witness and is responsible for significant recoveries in
numerous insurance company failures. Mr. Tharp is a Certified Public
Accountant, a Certified Insurance Receiver, Multiple Lines, and
holds a Bachelor of Science Degree in Accounting and Business
Administration from Indiana University.
